refactor: extract roleLabels to shared constants

Move duplicated roleLabels map from AgentProperties.tsx, Agents.tsx,
OrgChart.tsx, and agent-config-primitives.tsx into AGENT_ROLE_LABELS
in packages/shared/src/constants.ts.
